You can use the Smart Meter NoL as it is part of the 5G grid. This way you could Serve you NoL to the same people (if they have given permission for Smart Meter technology to go ahead), at least you'll get the attention that way.
From memory having watched the Tresspass technology NoL video, I'm sure the way it is worded includes 'all products' that are part of enabling 5G.
So I'm aiming to Serve a NoL to local Councillors, Smart Meter installation companies CEOs or Directors etc. where the word 'NEAR' is used in this NoL thus (your meaning of 'near', which could be 5G techologies within 100 miles of where you live. Anyway that's my interpretation.
So I suggest watch the Tresspass videos (where UK is the example) a couple of times and perhaps take some notes. I think then these videos will answer your 5G question.
