Hi Ed
Welcome to Inpower , the NOL for The Republic of Ireland is currently at the draft stage. I would suggest in the interim until the NOL is finalised for The Republic of Ireland that you contact ESB via email or registered post and ask them for  the opt out option for installation of the Smart Meter. (this use to be on their website but they have since deletted this link). 
The Inpower members website has a lot of informative videos and documents to help you understand the power of the NOL and how it is intended to be used.

Appreciate the quick response, to my understanding they have gone ahead with the installation today with the Smart meter without my consent. However I did ask the 3rd party company who is contracted with the ESB, not to install this meter, as I had a few questions, in regards to the costs of this new installation if any, and if there was a defect to the meter, I never got an answer. I will follow up with your recommendation to contact the ESB and ask for a opt-out. I will be requiring from the ESB, the many questions such as the health/safety for residence living in our complex. Again, thanks for the response. Ed
